Just as Vanilla Sky (2001) was an English remake of the Spanish film Abre Los Ojos (1997), EDtv (1999) was a similar Americanization of the Canadian film Louis 19: Le Roi Des Ondes (1994).

City and County of San Francisco: Twin Peaks. North Beach / Russian Hill. Broadway. Grant & Green Streets. Larkin Street. Potrero Hill. Tenderloin. Marina Green. Market & 2nd Street. Castro Theater. Supposedly, they also filmed at the Palace of Fine Arts, Yerba Buena Gardens, and 1138 Filbert at Leavenworth, but either they weren't in the final film or I haven't been able to confirm this.

Was this scene filmed in Northern California or back in Los Angeles?

This Zamboni scene at the San José Arena was filmed at a game between the San José Sharks and the Mighty Ducks.
There were 17,483 people in the sold-out audience who got to be extras in the movie.

The scene, possibly filmed at the Fillmore Theater, features local band Stroke 9 from San Rafael. They're later to become famous for the Little Black Backpack song.
