San Francisco. What is the big building?

If the street sign is to be believed,
Clothes-Line Alley was off of Clay Street.

Clothes-Line Alley. This appears to be north on Waverly at Washington, but the windows and building don't quite match.
They could have changed over time, but so could the intersections at any other sets of two streets.

The police patrol box says Chicago on it. I hope that's a brand-name, not a clue that a lot of these scenes were filmed in Illinois rather than San Francisco. Anyone know?

Another alley that doesn't seem to match any existing ones within Chinatown today.
The number 522 is a possible clue, as are the faded letters written above it.
